Smart Cities Mission: Governance Issues

The Smart Cities Mission (SCM) is one of the most ambitious urban renewal programs launched by the Government of India. To ameliorate these governance frictions, a more integrated approach is imperative. A robust framework that ensures collaboration rather than competition is needed. Building a political consensus on how to mainstream the functions of SPVs back into the ULB structure over time is a critical prerequisite for the long-term sustainability of urban reforms. Ultimately, the success of the Smart Cities Mission hinges not just on technological advancements, but on establishing a governance model that is democratic, accountable, and truly participatory.
